wx_topic_display needs wxformbuilder sysdep? (ros-pkg ticket #440)

[leibs] The CMake file for wx_topic_display was intentionally designed not to depend on wxformbuilder, for which I do not believe Gutsy provides an apt package. You only need wxformbuilder to modify the package, not to build it.

I'm closing this ticket as invalid since it is only a sysdepend if you can't build the package without it.
