fix dry tests

ros/catkin#483 breaks all dry tests

all dry testing is failing to aggregate results until this is closed.

The dry tests are fixed with the currently building version of catkin (0.5.71).

For the second issue with junit results being generated in the build folder of the parent wet workspace if it is a devel workspace which defines CATKIN|ROS_TEST_RESULTS_DIR: I don't see a way to fix that, that is just a bad side effect from our backward compatibility for dry stuff. Since that has been that way for long and does not prevent users from running dry tests we should go ahead and release Hydro once the has finished rebuilding Hydro.
