Prior to #109 , installing ros-melodic-desktop on Melodic installed the `rosdep` command-line. After that change, it no longer does. For backwards compatibility reasons, revert that change just for melodic. Signed-off-by: Chris Lalancette <clalancette@openrobotics.org>
