New rosbag2 release into Rolling

Looking at the git history, there has been a lot of activity in this repository since the last release (0.9.0). Additionally, we just released a new version of rclcpp which includes ros2/rclcpp#1713. That will mean that rosbag2 will have deprecation warnings until we do a release that includes #852 .

For these reasons, I'm requesting a new release of rosbag2 into Rolling. That should get the recent development out to the binary Rolling users, and also fix the warning while building.
