Introduces the possibility to enable the debugging of the pytuya module only on selected devices.
The DEBUG level has to be set in configuration.yaml, then in the config flow a new flag allows to choose whether to enable the debugging for the device, upon creation or editing.
This helps reduce flooding in the logs when many devices are present.
