Requirements are not outdates, they are supposed to be the minimal requirements. I mean no reason to require to have latest packages. |

It looks like a lot of requiremenets are outaded and needs update. So, I decieded to do it. In addition I added dependency to ipykernel which allows to solve numpy-100 in Visual Studio Code.
