Duplicate in .sbf to rinex conversion

Hi!

If I try convert a binary file from a Septentrio Mosaic X5 to a rinex file, there are a lot of duplicates epoch in the file.
Here is a simplified example :

Changed default time tolerance from 0.0 to 0.005 in CONVBIN to avoid the duplicate epochs and to match the default value in RTKCONV
