Fixes rubocop#692. This PR fixes an error for `Rails/UnusedIgnoredColumns` when using no tables db/schema.rb.

This PR fixes an error for
Rails/UnusedIgnoredColumnswhen using no tables db/schema.rb.Before submitting the PR make sure the following are checked:
