What was the end-user or developer problem that led to this PR?
Links to rubygems RFCs are still old while #3157 merged both repos. While redirections still work as of writing, we can improve user experience by removing extra redirection and reduce the possibilities of becoming dead.
What is your fix for the problem, implemented in this PR?
