Super User. From the organization view, if you try to promote a user, you get "Still haven't found what you're looking for" #4664

Summary

As a superadmin, we should be able to promote a user to admin in the organization view.

Why?

Current functionality is broken.

Details

##Recreation
Sign in as superadmin@example.com, Choose Organizations | All organizations
Click on View for Pawnee Diaper Bank
Beside user_1@example.com, click Actions, then "Promote to Admin". Click "Ok" in the resultant pop-up.
We get "Still haven't found what you're looking for."
We should get something indicating that the user was promoted (they weren't)

How are we going to fix it:

Change the "Promote to Admin" to "Edit User", which will send them to the user edit (the screen you get to by clicking Users All Users, then "Edit" beside the user you want to change.

Criteria for completion

  • behaviour as described above.
  • tests to support this functionality.
