This PR removes mentions of Ubuntu 18.04 Bionic from the CI pipeline. Once it is merged, no further 18.04 images will be produced and downstream projects will need to be updated to Focal in order to keep using K.
All active projects that would expect to be able to update to newer versions of the Bionic image have been updated: #2578
