inform-mode has been supported on both GNU Emacs and XEmacs for many years. The XEmacs project is now dormant - see this announcement from the XEmacs mailing list and many other elisp projects have dropped support. Keeping support for both flavours of Emacs increases the code size and the amount of testing needed, and hinders use of features available only in Emacs.
I propose removing support for XEmacs in the next release of inform-mode. If there are any inform-mode users still using XEmacs please let me know as I would be OK to continue support if there is still demand.
