A first iteration of a proposed near term charter for this working group based on our discussions until now.

Good writeup! I agree with practically everything, with the exception of the "main purpose" language, as discussed above.

I'll definitely suggest some additions later, but I'm in no hurry to expand the scope of our stated function.

We reserve the right to contribute to low level tooling infrastructure that is aimed at the healthy growth of the ecosystem and is not meant to be opinionated

Alright, I think all issues are addressed, if we're ok with the current version I can push the merge button and tick another checkbox in the process of creating this wg.

I still need to add things to the readme related to process, but that can be done in a separate PR.
(discord room, where to open issues, meeting schedule)
