Stabilize sparse-registry

Stabilize `sparse-registry`
* Does not change the default protocol for accessing crates.io

### How should we test and review this PR?
Set environment variable `REGISTRIES_CRATES_IO_PROTOCOL=sparse` or set in `config.toml`:
