Unify case convention for feature names #1937

feature names should not have a formal rule yet (rust-lang/api-guidelines#101), but use the same kebab case as the crate name.

Also, thread-pool hasn't been released yet, and read-initializer depends on std's unstable feature, so I think there were few users of these features.
