Proposal

Make FromStr on integers const, as well as the parse() method so that "12".parse::<u32>() is const. (Edit: and the u32::from_str_radix functions, since it's the same implementation.)

Problem statement

There is currently no convenient way to convert a numeric string into a an integer at compile time.

Motivation, use-cases

Reading numeric environment variables at compile time into integer constants.

Solution sketches

I think this is something we eventually want -- myself I've wanted this pretty badly before, badly enough to write https://github.com/thomcc/envparse (... but I suppose not badly enough to finish and publish it).

Either way, I'm in favor of it, since it comes up pretty often in my experience.

That said, actually using const trait impls seems to be a ways off, so I don't know where that fits in here.

I've added making u32::from_str_radix (etc) const to the merge request. Would that be easier to stabilize, in that it doesn't go via the FromStr trait so doesn't involve using a const trait impl?

From a lang perspective, the details of const traits are too uncertain right now to be something I'd be willing to expose in std. (I do expect we'll get something in the space eventually, but I'm unsure what exactly.)

So if you can pare this down to just making an inherent method const, that's probably a good plan. Then it's just a libs-impl question of whether removing any impls used in the implementation in favour of macros would be ok.

We talked about this in today's libs meetup.

In general, the libs-api team's position is "if you can make it const, by all means make it const". We're happy to let it be wg-const-eval's decision to make things const, where possible.

That said, as @scottmcm said, please start with the inherent methods, and then we can separately decide whether to have a const trait.

Make {integer}::from_str_radix constant

This commit makes FromStr on integers constant so that `const x: u32 = "23".parse();` works. More practical use-case is with environment variables at build time as discussed in rust-lang/rfcs#1907.

Tracking issue rust-lang#59133.

Stabilize const `{integer}::from_str_radix` i.e. `const_int_from_str`

This PR stabilizes the feature `const_int_from_str`.

- ACP Issue: rust-lang/libs-team#74
- Implementation PR: rust-lang#99322
- Part of Tracking Issue: rust-lang#59133

API Change Diff:

```diff
impl {integer} {
- pub       fn from_str_radix(src: &str, radix: u32) -> Result<Self, ParseIntError>;
+ pub const fn from_str_radix(src: &str, radix: u32) -> Result<Self, ParseIntError>;
}
impl ParseIntError {
- pub       fn kind(&self) -> &IntErrorKind;
+ pub const fn kind(&self) -> &IntErrorKind;
}
```
This makes it easier to parse integers at compile-time, e.g.
the example from the Tracking Issue:

```rust
env!("SOMETHING").parse::<usize>().unwrap()
```

could now be achived  with

```rust
match usize::from_str_radix(env!("SOMETHING"), 10) {
  Ok(val) => val,
  Err(err) => panic!("Invalid value for SOMETHING environment variable."),
}
```

rather than having to depend on a library that implements or manually implement the parsing at compile-time.

I am treating this as a [partial stabilization](https://std-dev-guide.rust-lang.org/development/stabilization.html#partial-stabilizations) as it shares a tracking issue (and is rather small), so directly opening the partial stabilization PR for the subset (feature `const_int_from_str`) being stabilized.
