Drop IRC, there doesn't seem to be any traffic there. Link Discord.
Clarify the reference tracks stable-on-nightly (if that makes sense).
Remove the RFC review process, it is no longer true (Document all features #9 is closed).
Update stabilization process to something that is closer to reality.
