chore: add the portuguese version of this project to readme.md #1727

Since the project seems mature and a good resource to study the Rust programming language, I started the translation of its content into the Portuguese language. I believe that this contribution will bring even more people and programmers to the Rust ecosystem, people that will eventually enrich the entire community with their valuable experiences and contribution to the code of open-source projects built in Rust.

The translation is not complete yet but it is under working and will be finished soon.

I have experience with this kind of work, and I am the main person behind the following projects: https://v2.nuxt.com/pt/, vitejs/docs-pt, and vuejs-translations/docs-pt.
