A subset of #9875, redesign the static home page, http://www.rust-lang.org.

@brson I'll be moving my repo to a full static site and host it through Github while prototyping. That should make it easier to test it out and stuff.

Also, considering that the extra module is being split up, should there be more options in the dropdown menu (https://github.com/TheHydroImpulse/rust-website/blob/master/img/home-docs-hover.png)? One for each of the new modules?

This should not block 1.0, our current website is okay. (We probably will redesign the web site anyway.)

I think that this is a sub-bug that concerns only the website, through I"m not sure it warrants a separate bug.

Besides changes have been made so I wonder if this is still relevant.

Agreed. The website is much more acceptable than before.

I consider this done. Someday we will have to do a complete overhaul of everything, but the home page is good enough for now.
