  1. Windows: Support sub-millisecond sleep 

    Use `CreateWaitableTimerExW` with `CREATE_WAITABLE_TIMER_HIGH_RESOLUTION`. Does not work before Windows 10, version 1803 so in that case we fallback to using `Sleep`.

  2. Miri: Add CreateWaitableTimerEx stub 

    This function will always fail, allowing std's `Sleep` fallback path to be taken instead.
