Also convert OSVersion into a proper struct for better type-safety.
Based on in-progress RFC: rust-lang/rfcs#3750. Only implemented for Apple platforms for now, but written in a way that should be easily expandable to include other platforms.

Motivation: - Mirror the `syscall!` macro. - Allow rustfmt to format it (when wrapped in parentheses, and when not inside `cfg_if!`). - For better documentation (having the parameter names available in the source code is a bit nicer). - Allow a future improvement to this macro where we can sometimes use the symbol directly when it's statically known to be available (and thus need the parameter names to be available), see rust-lang#136868. r? libs

cfg(os_version_min)
to avoid weak linkage when we statically know that a symbol is available.Builds upon #136867 (tracking issue #136866), hence why this is still a draft. See the diff in the last commit.
NOTE: This partly exposes implementation details of
cfg(os_version_min)
to-Zbuild-std
, namely the ability to unconditionally select the newer implementations when passing*_DEPLOYMENT_TARGET
. This should only be a performance improvement (or a regression, if we decide to remove the feature in the future).r? rust-lang/libs
