Because 'doc' is a directory, when running `make doc`, you'll see
this:
make: Nothing to be done for `doc'.
By adding a target for `doc` to build `docs`, both work.
Fixes rust-lang#14705

this:
make: Nothing to be done for `doc'.
By adding a target for `doc` to build `docs`, both work.
