Docs.rs doesn't build docs with anything else in the output directory, so this won't affect that. I don't want to change the priority order of this anyway - we should always prioritize using local docs, to take advantage of how |

@QuietMisdreavus the only thing that we did was to check first if there was a local doc build for the external crate before checking anything else and I think this is the issue. Can you double-check please?
