The CloudABI target hasn't had much work done on it in a while, and it doesn't appear to be in active use. It has a fairly substantial amount of code, particularly in the sys module that requires actively supporting. I contacted @EdSchouten who indicated that many of the CloudABI concepts are now in WASI, and that they are OK with the target being moved to tier 3.

I am having trouble building the docker image locally, so I am unable to test this properly. I am getting E: Unable to locate package clang-11 during the build-x86_64-fortanix-unknown-sgx-toolchain.sh (without this PR on master). I have not had this problem before, so I'm uncertain if maybe something has changed in the apt repositories?

I think the commit I just pushed fixes things -- presumably LLVM's apt repository changed or something like that.

I was able to get the dist-various-2 image built and it seemed to run successfully. Given that this has approval from the "owner" of the CloudABI target, I'm going to @bors r+ this.

Given https://github.com/NuxiNL/cloudabi#note-this-project-is-unmaintained , I think it'd be OK to drop the target entirely at this point, unless someone sees a good reason to keep it.

 * Provide a separate bootstrap for NetBSD/powerpc 9.0, since apparently
   the C++ ABI is different from 8.0.  Yes, this appears to be specific to
