Fixes #82852.

Instead of using expr, I used value to display constants in generics. Another change is that now, ConstantKind::Anonymous doesn't return None when calling value.

As I said in the issue, the source of the bug is that DocContext.ct_substs is unused. I don't understand what all these other changes are about.
