It's unfortunate that each hard error is accompanied by an identical lint error, but I guess removing the global state is worth it. r=me with the minor things fixed. @bors delegate+ |

It was used for deduplicating some errors for legacy code which are mostly deduplicated even without that, but at cost of global mutable state, which is not a good tradeoff.
