Fix malformed Microsoft URL in build docs

There’s a broken Microsoft download link in the build documentation (how-to-build-and-run.md, line 152).
The URL is missing one slash in https://, so it’s not valid in many tools.

Please update it to use the correct form (https://...) so Windows users can reach the resource without errors.
