Switching to a library to support upstream rustbook. Next commit will add the main back.

In order to integrate into rust-lang/rust, the code here needs to be in a library that the
rustbooktool can link to. This PR just moves all the code frommain.rstolib.rsto assist with that (there should be no other changes).
