Update spec lock file

Failing Nightly build, need to do manual inspection and upgrade of spec lock file.

Should only be showed in verbose mode or possibly they should be in a seperate log file, only the changed guidelines should be visible to the user,
As for updating the lockfile, i think instead of raising an error it should prompt the user to choose if they wanted to continue or not( provide clear options [Continue/Abort] ), these changes can be in a seperate issue.

Yeah, completely agree. It's crazy verbose. I'm trying to fix that at a minimum as it's really way too much.

As to whether to continue or not -- perhaps. I'd rather ask another flag be included when running make.py, but maybe we can discuss that in another issue.
