This PR adds spec compliant bindings for
RTCRtpTransceiver.setCodecPreferences()method and unstable fieldRTCRtpEncodingParameters.scalabilityMode. Also makesRTCRtpCodec,RTCRtpCodecParametersandRTCRtpCodecCapabilityspec compliant.
