…ting recog using Google API (#136)

By disabling pdf-related features which was broken due to the upstream deps and handwriting recognition which is blocked by the external service, hoodle is now buildable on GHC 9.2.

* Get rid of poppler dep. build fix related to poppler
poppler hasn't been working for a while. so we abandon it.
* disable hoodle-publish and handwriting recognition (it was broken as Google disallows anyway)
* remove HandwritingRecognition module.
* remove handwriting rec from the menu
* pin ubuntu to 20.04, for hlint
