This moves a lot of stuff from Gro to
@feltcoop/felt
. This refocuses Gro as a build tool, in contrast to Felt which is a large library, and there will be a continuous effort to move more code from Gro to Felt. The goal is to get to the point where Gro is only ever installed as adevDependency
