RemoteRepository filter feature and some filter implementations:
* groupId filter: is able to fiter artifacts from remote repository by groupId (manually authored or "recorded").
* prefixes filter: uses prefixes file published by remote repositories (or manually authored).

Like any new feature, they are by default disabled/dormant, and need to be explicitly enabled.

About feature: the "remote repository filter" feature is able to filter (allow or disallow) artifact to be resolved (so even if locally present) from given remote repository. This is "all or nothing" filter, so it neglects usage context of artifact. In other words, if you filter out "maven-plugin-api", you probably rendered your build broken (same for any plugin dependencies). Simply put, if you have some "unwanted" artifact that is needed by build, better use enforcer to ban it from build. This filter is to prevent "leaks" of requests toward possible remote repositories instead, but may also serve as "hard" gate for really unwanted artifacts (those that should not enter project but also build).
