This pull request implements a new design and functionality for the Help Center in the application. The main goal is to provide an enhanced user experience for seeking support, with well-structured components and dynamic animations.

🌀 Summary of Changes

New Features:

• New Help Center component: Added to manage help resources and user support.
• Contact Support component: Provides direct support to users.
• FAQ component: Includes accordion functionality for displaying frequently asked questions.
• HelpTopics component: Displays a list of help topics.
• UserGuides component: Presents detailed user guides.
• CardHelpTopic component: Designed to display individual help topics.
• ItemUserGuide component: Displays specific guides within the Help Center.
• useHelpCenter hook: Manages the active tab state in the Help Center.
• New UI components: Card, Accordion, Tabs, and Dialog to enhance the visual and functional experience.

Improvements:

• Tailwind styles: Added animations for accordions and tabs to the Tailwind configuration file.
• Responsiveness updates: Improved layout structure and link responsiveness for better performance on mobile devices.
