Skip cypress cloud when running e2e tests

This PR should switch Cypress Cloud to GHA as a parallelization provider ONLY when nightly workflow e2e tests are triggered MANUALLY - no effect on scheduled or release triggers ( yet )

Side note: Next PR will clean workflows by adding reusable action for e2e purposes
