Update tabs to New SLDS markup #1533
Description
The tabs currently use a really old version of the markup from SLDS.
What that causes is when DSR is used with the latest version of SLDS CSS, the focus state is removed and not visible.
This looks functional in the DSR website as it's using an old version of the CSS.
