What does this PR do?

Please review with caution as this deprecation might impact other areas of salt code. I believe I caught all instances, but any other strict review would be appreciated. Deprecate salt/utils/init.py functions

What issues does this PR fix or reference?

Previous Behavior

the functions in salt.utils.init.py were still available

New Behavior

the functions in salt.utils.init.py are not available

Tests written?

no -removing code
