Updates salt cloud to use the new locations for accessing the latest bootstrap scripts, namely GitHub releases
What issues does this PR fix or reference?
Fixes #67020
Previous Behavior
Used old winbootstrap.saltproject.io, bootstrap.saltproject.io and bootstrap.saltstack.com, which are planned to be removed Jan 6th 20205.
New Behavior
Updated to utilize new location for bootstrap script, for example: Linux https://github.com/saltstack/salt-bootstrap/releases/latest/download/bootstrap-salt.sh
