We run CI on Ruby 2.5 and 2.6, it seems reasonable to bump support to 2.5+ at
this point.

FWIW Core components are all testing with ruby 2.4 (samvera/maintenance#17 (comment)) and 2.4 isn't EOL until the end of March 2020.

Given that this should probably only happen in a major release I think it makes sense to try and get it in now.

What do others think?

The alternative is to add a test for Ruby 2.4. I'll see if that builds.
