Updates README
Based on recommended changes from the Samvera Developer Onboarding Working Group, updating the README to connect more with the Samvera Github wiki and less to the Samvera Community Knowledge Base site (no connections from the README now to Samvera KB). Also streamlined information to help welcome and inform newcomers to Samvera Community.
