Part of the epic #1713. Fix the 'Manual Transfer' function, between the LRC PBMC Bank plate and the LRC Bank Seq* and Spare* tube racks.

Once #1713 and its dependencies are complete, we can ask Abby if she will UAT it. Could send some screenshots for earlier feedback.

Acceptance criteria
To be considered successful the solution must allow:

• I can click 'Manual Transfer' on the LRC Bank Seq and Spare tube racks, which performs the transfer into those tubes (populates the wells with aliquots and samples and passes the transfer requests).
• In case individual manual transfers are done on tubes already (using the Manual Transfer button in the tubes), filter out the passed tube transfers, when manual transfer is done on tube rack.
• Once the transfer is done, the Manual Transfer button should not be available on the Tube Rack presenter page (checks states).
• Check if the Tube Rack presenter tube colours change to green after they are passed with the transfers (i.e., by robot and manual transfers).
• Update the integration suite tests if necessary.

It is not possible to release the implementation of this story in isolation. There are epic branches in use for SS, Limber and Int Suite to branch from and to.

@andrewsparkes @yoldas currently, the integration suite does the transfers into the tube racks through robots. Do we need to add manual transfer as a step in the integration suite?

Because the robot transfer transfers to both racks (Seq and Spare), not sure how would we change the int suite to have both robot and manual transfers.

The path in the test is using the bed verification. I think, we can add the manual transfers and comment it out.
An alternative would be writing a scenario just finishes after the manual transfers to tube racks but I think it is an overkill.
