Y24-454 - Update required fields in library manifests

As an SSR (Steve W) when uploading library manifests there is a required validation on 'Library type', ‘Insert size from', ‘Insert size to’ however there is no indication that this is required prior to upload.

As a team (Tech admin) we would like the three library fields to be displayed in red (as other required fields are displayed)
