As a SSR (Liz C) I would like to be able to create and submit manifests for the '16S RNA' sequencing pipeline so that faculty can send samples to it.

Consider if these features can be featured flagged to decouple testing and deployment.
To be considered successful the solution must allow:

• Users fill in a standard manifest for 384 well plates.
• Users can submit 3 positive and 1 negative control on the manifest.
• H12 is always left empty for a negative control to be added by SeqOps.
