Fixes an issue when
/var/lib/rabbitmq/.cookieis has 0660 permissions on container startup.With a fix the
/var/lib/rabbitmq/.cookiefile has 0400 permissions and rabbitmq doesn't complain.see docker-library/rabbitmq#171
