The scala 3.6.2 binary is broken, see scala/scala3#22196
So this is just a PR with the preparations
Also fixes the test, previously this was testing sbt on the build server instead of the docker image.
Disabling the docker check on alpine for now because of sbt/sbt#7942
The scala 3.6+ archives no longer contain a subfolder, see scala/scala3#22194
