Test failure seems to be caused by #666, not the flakyness. Investigating.

Restarted scripted job, resolution for the artifact org.scalameta:transversers_2.12:3.7.3 failed which caused the error.

Restarting the build fixed the problem. Scalameta v3.7.3 had been released a couple minutes before I opened this PR, which might explain the resolution error.
