Ensure Azure directory creation happens for manual upload setup #15

In DataFlow.Web, in AgentController.cs, ensure there is a path for Azure directory creation for manual uploads. GetManualAgentBaseDirectory(Agent agent) is the function that is erroring for Azure setups.
