testing github actions to publish to galaxy

no changes from 2.0.0 . just testing actions

always install latest version of SETT

• remove variable biomedit_transfers_tool_version . Always install latest as recommended by the developers.
• added var biomedit_transfers_tool_install_scl_repo to choose if SCL repo should be install in RedHat/CentOS systems

Use sett[legacy] package on Centos7

• Install sett[legacy] when deploying to CentOS7
• Upgrade default SETT version to latest 2.7.0

use python3.8 in RedHat systems

Install python3.8 from SCL yum repos in RedHat/CentOS systems
