Updates Hyrax to index a file set after the files are migrated
Expected Behavior Before Changes
Migrated files do not have characterization values indexed. This breaks the universal viewer until the file set is reindexed.
Expected Behavior After Changes
Lazy migration of a file set & its files work correctly.
