Small stage mode causes some problems interacting with monitors

Basically it seems like the monitor area looks only 1/4 of the size of the new stage.

As @cwillisf noted in a recent bug hunt, this problem also occurs when the browser window is resized so that the stage is smaller

When the stage is small due to resizing the browser or clicking the small-stage button, monitors can’t be moved to the bottom or right edges of the stage. @cwillisf
